As a norm every year, the Vice-Chairperson of the National Council and Coordinator of Standing Committees Hon. Victoria Kauma on Tuesday (9/06/2020) opened the National Council Standing Committees Annual Planning Session for financial year 2020/2021.
This important planning session enables MPs’ to review the activity plan designed for the past financial year, strengthen operations through setting milestones, directives and monitor the plans for 2020/2021 financial year.
In her opening statement, Hon. Kauma said that Namibia’s democracy is underpinned by a system of checks and balances between the Executive, Legislature and the Judiciary.
“In this system, Parliament is empowered by the Constitution to exercise oversight over the Executive by reviewing and supervising the Government’s policies and programmes. It has been long established that effective oversight is good for the proper functioning of a democratic system as it contributes towards improving the quality of the policies and programmes of Government,” said Hon. Kauma.
She further encouraged Standing Committees to plan their activities while being conscious of the budget constraints and the restrictions that have been brought about by the Covid-19 State of Emergency Regulations.
Standing Committees are expected to sign-off their annual plans on Friday 12 June 2020.
