The Parliament of the Republic of Namibia will host the 90th Commonwealth Parliamentary Association Africa Region Executive Committee (EXCO) Meeting from 2 to 6 March 2026 in Swakopmund.
Speaking during a press conference held on Thursday, Secretary to the National Council, Advocate Tousy Namiseb, said the hosting of the meeting reflects Namibia’s continued commitment to democratic governance, parliamentary cooperation and active participation within the Commonwealth parliamentary community.
“The CPA Africa Region is one of the largest and most dynamic regions of the Commonwealth Parliamentary Association. Through its programmes, it promotes parliamentary democracy, good governance, human rights and the strengthening of parliamentary institutions across the continent,” he said.
Adv. Namiseb explained that the Executive Committee is the key governance and decision-making body of the region, responsible for providing strategic leadership, policy direction and oversight of regional programmes. During the Swakopmund meeting, members will consider strategic decisions on CPA programmes, governance matters and measures aimed at strengthening cooperation among African parliaments.
Approximately 70 delegates are expected to attend, including Executive Committee members, senior parliamentary officials and accompanying staff from Namibia, Eswatini, Ghana, Kenya, Malawi, Mauritius, Mozambique, Nigeria, Seychelles, Sierra Leone, South Africa, Tanzania and The Gambia.
Her Excellency Dr. Lucia Witbooi, Vice-President of the Republic of Namibia, will attend the meeting as Guest of Honour. Adv. Namiseb noted that the Vice-President brings extensive parliamentary and CPA experience, having previously served as a Member of Parliament and as Chairperson of the Commonwealth Women Parliamentarians Chapter, where she contributed to advancing women’s participation and leadership in parliamentary processes.
Although the EXCO meeting is a closed governance session, its outcomes are expected to benefit parliamentary development and democratic governance across the CPA Africa Region, including Namibia. Decisions taken at the meeting will inform regional parliamentary priorities, capacity-building initiatives and collaborative efforts to strengthen democratic institutions.
Adv. Namiseb further highlighted that hosting the 90th EXCO Meeting reflects the confidence placed in Namibia’s Parliament, which has consistently demonstrated strong democratic values, effective parliamentary institutions and active engagement in CPA activities.
He added that Hon. Lukas Muha, Chairperson of the National Council, served as Vice-Chairperson of the Africa Region EXCO from 2022 to 2024 and currently represents the southern Africa sub-region on the international Executive Committee of the Commonwealth Parliamentary Association.
The CPA Africa Region comprises 19 national branches, as well as sub-national branches in South Africa and Nigeria.
