Swakopmund – Namibia will host the 9th African Network of Parliamentary Budget Offices (AN-PBO) Annual Conference from 21 to 25 September 2026 at the Swakopmund Hotel and Entertainment Centre. It will be officially opened by the Speaker of the National Assembly, Hon. Dr. Saara Kuugongelwa-Amadhila.
The five-day gathering will bring together parliamentarians, Parliamentary Budget Offices and fiscal oversight institutions from across Africa to exchange experiences and discuss ways of strengthening legislative oversight of public finances.
Hosted by the Budget Committee of the Namibian National Assembly, the conference will be held under the theme, “The Role of PBOs in Supporting their Legislatures’ Oversight Towards Realizing African Continent Agenda 2063.”
Key discussions will centre on the role of Parliamentary Budget Offices and Independent Fiscal Institutions in providing independent fiscal analysis to support parliamentary budget scrutiny, transparency and evidence-based oversight, including examining the proposed model framework for establishing and strengthening such institutions across Africa.
Other discussions will examine the impact of economic pressures such as climate events, energy challenges and global supply chain disruptions on public finances, as well as the growing role of artificial intelligence in fiscal analysis. Delegates will also consider the urgent need to translate Agenda 2063 commitments into national budget implementation, including how PBOs can track funding for continental initiatives and assess whether domestic revenue mobilization supports Africa’s development priorities. The conference will culminate in a Plan of Action.
