The Commonwealth Parliamentary Association (CPA) Africa Region recently held its 90th Executive Committee Meeting in Swakopmund, with Namibia serving as the host country.

The meeting brought together parliamentary representatives from across the African region to deliberate on issues affecting the organisation and to discuss the future direction of the CPA. It provided a platform for delegates to exchange ideas on strengthening parliamentary democracy, enhancing cooperation among Commonwealth legislatures, and contributing to ongoing discussions around institutional reforms within the association.

The CPA is an international organisation that connects parliaments of Commonwealth countries and works to promote democratic governance, knowledge-sharing, and collaboration among legislators.
The gathering also allowed African representatives to coordinate positions on matters affecting the region while ensuring that the continent’s priorities are reflected in the broader work of the CPA.

This video explores the shared role of civil society and Parliament of Namibia in strengthening democracy through access to information and the fight against corruption.
It explains the importance of the Access to Information Act (2022), how transparency supports accountability, and why corruption undermines development and public trust. The video also highlights the role of civil society organisations and the Anti-Corruption Commission in promoting good governance.

How do Civil Society Organisations (CSOs) and the Government of Namibia work together to address national challenges?
In this video, we explore real-life examples of collaboration between CSOs and government institutions at local, regional and national levels. From managing human-wildlife conflict to tackling Namibia’s housing crisis, promoting food security, strengthening early childhood development, and improving health services, these partnerships demonstrate the power of constructive cooperation.
Key highlights include:
• Community-Based Natural Resource Management (CBNRM) to manage human-wildlife conflict
• Low-cost housing initiatives led by the Shack Dwellers Federation of Namibia (SDFN) and the Ministry of Urban and Rural Development
• Backyard gardening projects promoting food and nutrition security
• Early Childhood Development awareness campaigns
• The 2023 Namibian Social Contracting for Health Services Policy strengthening health service delivery through CSO partnerships

During a courtesy visit by the Commonwealth Parliamentary Association (CPA)–UK delegation to the National Council last week, Secretary to the National Assembly, Tousy Namiseb, shared his reflections on the ongoing challenge of women’s underrepresentation in Namibia’s National Council and the broader gender dynamics within Parliament.

He highlighted how Namibia’s electoral systems, particularly the contrast between the party-list system used for National Assembly elections and the individual-based elections for the National Council, contribute to the low number of female representatives. Currently, only 7 out of the 42 members of the National Council are women, demonstrating the need for electoral and institutional reform.

Namiseb also discussed initiatives such as Rural Women with Men as Partners, a platform aimed at amplifying women’s voices, generating grassroots issues, and ensuring these concerns are tabled at the National Council for consideration and integration into parliamentary work. He further noted collaboration with civil society organisations to strengthen participatory democracy and promote gender inclusion.

The Chairperson of the National Council Hon. Lukas Sinimbo Muha last week held a courtesy call with a delegation of Members of Parliament from the United Kingdom who are visiting Namibia on an official programme.

The meeting focused on parliamentary cooperation, public participation, peace, and the role of the Commonwealth Parliamentary Association (CPA).
Hon. Muha explained how the National Council promotes public involvement in lawmaking through initiatives such as the Junior National Council and the Rural Women Parliament.
