The Chairperson of the National Council, Hon. Lukas Sinimbo Muha, is undertaking a two-week outreach programme in the Zambezi and Kavango East regions from 02 to 14 November 2026.
The outreach programme is aimed at strengthening public understanding of the role of Parliament and promoting citizen participation in democratic processes.
The programme, which commenced in the Zambezi Region on Monday, 02 November, involves engagements with regional leaders, traditional authorities, learners, tertiary students and local communities.
The outreach seeks to educate citizens on the legislative review and oversight functions of the National Council, explain the constitutional separation of powers among the Legislature, Executive and Judiciary, and encourage greater public participation in law-making and parliamentary processes.
In the Zambezi Region, the programme covers Katima Urban, Kabbe North, Judea Lyaboloma, Sibbinda and Kongola constituencies, where he is scheduled to engage various stakeholders through courtesy visits, school engagements, community meetings and visits to development projects.
The programme will continue in the Kavango East Region from 09 November, covering Rundu Urban, Ndonga-Linena and Mashare constituencies.
Vice Chairperson of the National Council, Hon Emma Tangi Muteka, will be leading the programme in the Kavango East region.
Through these engagements, the National Council aims to bring Parliament closer to the people, strengthen relations with communities and promote a better understanding of citizens’ role in democratic governance.
Members of the public are encouraged to participate in the community engagements taking place in their respective constituencies.
