Swakopmund – Members of the seventh National Council, who were sworn in last year December following their November 2025 Regional Councils and Local Authority elections, are currently undergoing Phase 2 of their induction and orientation programme in Swakopmund.
The ongoing seminar, officially opened on Monday by Chairperson Hon. Lukas Sinimbo Muha, is designed to further equip the newly sworn Members with the knowledge and skills required to effectively carry out their constitutional responsibilities.
Phase 2 builds on the initial induction conducted in Windhoek after Members assumed office, providing a deeper focus on parliamentary procedures, legislative review processes, and oversight functions.
The programme forms part of Parliament’s structured approach to ensuring that new Members are adequately prepared to navigate the complexities of lawmaking and governance.
Addressing members, hon. Muha emphasised that the induction process is essential in strengthening the effectiveness of the National Council as a House of review.
He noted that Members must be fully conversant with their role in scrutinising legislation passed by the National Assembly and ensuring that it reflects the needs and aspirations of all regions.
Held under the theme “Enhancing the Role of Parliament for Inclusive Development and Participatory Democracy,”the seminar also focuses on reinforcing the principles of participatory democracy. Members are encouraged to actively engage with citizens and ensure that public input is reflected in legislative processes.
The induction further covers key areas such as parliamentary oversight, committee work, and the importance of accountability in governance. Participants are being guided on how to effectively monitor government programmes and contribute to improved service delivery across the country.
In addition, the programme places emphasis on parliamentary protocol, ethics, and conduct, reminding Members of the importance of discipline, respect for procedures, and maintaining the dignity of Parliament at all times.
Recognising that Members of the National Council also serve as Regional Councillors, the seminar addresses the need to balance national legislative duties with regional responsibilities. Practical insights are being shared to support effective time management and constituency engagement.
