National Council: 2021 in Review.
The legislative business of the 6th National Council Chamber took place in the 1st to the 3rd Quarter in the financial Year ending 2021/2022, during the period between 10 May to 09 December 2021.
Amid the challenging times due to the global Covid 19 pandemic, the National Council held two Sessions. The first Session resumed on 10 May and concluded on 26 May 2021. The second Session resumed from 29 November to 09 December 2021.
The National Assembly, in terms of Article 75(1) of the Namibian Constitution, referred four (4) Bills to the National Council for consideration, in terms of Article 75(2) of the Namibian Constitution. Out of the four (4) Bills referred, three (3) Bills were considered and passed without amendments and one (1) Bill considered and passed subject to amendments.
During its first Session, the 6th National Council considered the Appropriation Bill [B5 – 2021]. While during its second Session, the 6th National Council considered three (3) Bills namely Appropriation Amendment Bill [B.10 – 2021; State Finance Amendment Bill [B.8 – 2021] and Income Tax Laws Amendment Bill [B.11 – 2021]
The State Finance Amendment Bill [B.8 – 2021] was considered and passed subject to suggested amendments. While the Appropriation Bill [B5 – 2021], Appropriation Amendment Bill [B.10 – 2021] and Income Tax Laws Amendment Bill [B.11 – 2021] were considered and passed without amendments.
Also during this period, two (2) new Members of the 6th National Council took the Oath administered by Honourable Mr. Justice Elton P.B. Hoff, Judge of the Supreme Court. Honourable Bennety Likukela Busihu who replaced the late Honourable John Muchila Mukaya; and Honourable Kosmas Kayayuka Katura who replaced the late Honourable Johannes Kahonzo Sikondo were duly sworn-in as Members of Parliament in the 6th National Council on 29 November 2021.
