
The Public Service Commission of The Kingdom of Lesotho paid a courtesy visit to the Speaker of the National Assembly, Honourable Saara Kuugongelwa-Amadhila, as part of its official study tour to Namibia from 23–27 February 2026. The Lesotho PSC delegation, led by its Chairperson, Advocate Mpeo Limpho Mahase-Moiloa, was accompanied by the Chairperson of the Namibia Public Service Commission, Mr Saalman Jacobs, along with fellow commissioners and officials.
The visit formed part of a broader knowledge-exchange programme aimed at strengthening institutional capacity, enhancing governance frameworks, and sharing best practices in public service oversight. Discussions highlighted the critical role Public Service Commissions play in safeguarding merit-based recruitment, promoting ethical standards, and ensuring professionalism within the civil service.
During the engagement, The Speaker underscored the importance of strong, independent institutions in consolidating democracy and maintaining accountability in public administration. She emphasized the value of regional cooperation and peer learning among constitutional bodies, particularly in addressing common challenges such as performance management, human resource reforms, and public sector transformation. She equally lauded Lesotho’s progress in gender mainstreaming across several sectors, noting the heavy presence of women in the delegation.
The Speaker also took the opportunity to express appreciation to the Namibian Public Service Commissioners whose terms conclude this week, commending them for their contribution to strengthening public sector governance. In turn, Commissioner Jacobs bid farewell to the Speaker, reflecting on their longstanding professional relationship, including their collaboration during her tenure as Prime Minister. The visit not only reinforced bilateral institutional ties between Namibia and Lesotho but also demonstrated a shared commitment to advancing efficient, transparent, and citizen-centered public service systems within the SADC region.
